The Bi-State Literacy Council is celebrating its 23nd year in 2011.

It was incorporated as a non-profit organization in the State of Iowa in 1988.

The Bi-State Literacy Council serves the six counties of Scott, Clinton and Muscatine counties in Iowa, and Rock Island, Henry and Mercer counties in Illinois.
